The Penha de França parish owes its name to a hermitage in honour of Nossa Senhora da Penha de França, founded in 1598, on the site where the Nossa Senhora da Penha de França Church now stands.

In its current territory, which stretches from the Tagus River to the hill of Penha de França, for many hundreds of years there have been population centres located either in the riverside area, around the Madre de Deus and Santos-o-Novo convents, or around the hermitage of Penha de França and, later, the convent with the same name (current General Command of the PSP).

Despite these nuclei, until the end of the 19th century, beginning of the 20th century, the territory was eminently rural, situated in the term of Lisbon and consisting of open fields, vegetable gardens, farms and summer houses and monasteries.
On April 13th 1918, the parish of Penha de França was created. In 1959, due to an administrative reform, its territory was reduced and part of it became part of the parishes of São João and Alto do Pina.

In 2012 a new administrative reform reunites São João and Penha de França. It is at this time that the Lisbon City Council reinforces the competencies of the Juntas de Freguesias.
